The judicial system is set up by lawers, for lawyers, with lawyers for judges who want to scratch the back of their fellow lawyers. It could be made very easy if they wanted to but then the "blood sucking lawyers" would not be able to get their chunk of the money for doing very little work!

I worked in the judicial system for over 20 years. The court makes it difficult on pro se litigants on purpose. The system is controlled by lawyers and there is no way that the court will make it easy for you to do anything without an attorney. It's their livelihood and they aren't about to let their income be cut by people doing it by laymen. I've seen many petitions and judgements that have been submitted by attorneys, that look like they were written by 6th graders and they get signed all the time.
