The Second Amendment (Amendment II) to the United States Constitution is the part of the United States Bill of Rights that protects the right of the people to keep and bear arms. It was adopted on December 15, 1791, along with the rest of the Bill of Rights.

In 2008 and 2010, the Supreme Court issued two Second Amendment decisions. In District of Columbia v. Heller (2008), the Court ruled that the Second Amendment protects an individual's right to possess a firearm, unconnected to service in a militia and to use that arm for traditionally lawful purposes, such as self-defense within the home. In dicta, the Court listed many longstanding prohibitions and restrictions on firearms possession as being consistent with the Second Amendment. In McDonald v. Chicago (2010), the Court ruled that the Second Amendment limits state and local governments to the same extent that it limits the federal government.

McKeesport police K9 unit watched someone run a red light. The police let it go and followed someone they did not like. That is why McKeesport is failing. They aren't looking for criminals but chasing law abiding citizens they do not like around.

The McKeesport police aren't looking for konnias. They are following average citizens around wasting time. They are not trying to find serious criminals and let Konnias get away. He had time to hide money in Dravosburg. The McKeesport police cover Dravosburg. They want to harrass citizens, that is why McKeesport is failing.

The reason the city fails:
Mr. Cherepko said the city will face a "serious deficit" next year. He and Mr. Malinchak threw around a lot of numbers and had heated debates about the state of the city's financial affairs throughout the meeting, but no decisions were made regarding the deficit or the financial state of the city. Mr. Segina encouraged Mr. Cherepko to be prepared to give council a report on the city's finances during its July meeting.

It's all nepotism and very political. McKeesport wasted tax payer dollars on several projects. Look at the multi million dollar fly over ramp there! Goes to many abandoned buildings only! 

"With planning and engineering costs, the project totaled approximately $10.9 million. The cost of construction was approximately $5.75 million. It was funded in part by federal transportation funds and stimulus funds that were distributed on the state level."

The solicitor with DUI, wreckless driving without insurance rewarded!
The McKeesport solicitor says he has no indication that his job is in jeopardy after charges were filed against him in connection with a car crash in January.

"J. Jason Elash, 40, was charged Friday with driving under the influence, driving without required financial responsibility and speeding. The charges came three weeks after he crashed his car into a building in McKeesport in the early morning hours of Jan. 22 after attending Mayor Mike Cherepko's inaugural ball at the McKeesport Palisades."

The Framers also built into the Constitution a way to amend it which is good for you because you can now vote. And even then, this amendment process wasn't safe from abuse (Prohibition).

I have found through experience and education - DO NOT ARGUE with the opposition works for me.

They look like large gaps in an otherwise bright smile -- vacant houses and buildings that once were part of a vibrant, industrial McKeesport but now draw trash, vermin and the anger of neighbors.

The question of what to do with these empty buildings looms large, and the topic is broached at nearly every city council meeting.

Although the city demolishes some buildings every year, no real consensus has been reached on what to do about the problem in the long term. Sometimes, the subject is raised by residents pleading with city officials to demolish a vacant building next to their home. Other times, city officials bring up the subject.

Fire Chief Kevin Lust said at council's Nov. 16 meeting that firefighters have been at such vacant homes, working hard to put out a fire, while residents watched and yelled, "Let it burn down!"

Some residents have asked Chief Lust and others in the fire department if such vacant houses and buildings could be burned, but the chief shuddered at that suggestion. "Yes, the vacant buildings are a fire hazard," he acknowledged, but he told council, "A controlled burn is out of the question. There is no such thing as a controlled burn, under my direction."

"The problem is that the system hasn't been working," Councilman Darryl Segina said. "We haven't been doing the job to save these structures before we have to tear them down. We've got to start cleaning them up -- the market value of the whole city has gone down."

Council Vice President Fawn Walker-Montgomery said several houses on Butler Street need to be torn down. The city should have a written process to place vacant buildings on a demolition list, she said. "There should be some kind of citizen involvement," she added.

Council President and Mayor-elect Michael Cherepko said in the future he would include all city council members in the process as well as city officials who currently are involved in the demolition selection.

After the meeting, Mc-Keesport controller Ray Malinchak said two problems occur with demolition -- the cost and opposition from owners. Some buildings can cost $35,000 or more to demolish, he noted, and some owners of the structures stop the city from tearing down the buildings.
