I know he hit the guy and left him on the side of the road like an animal to die, I hope he gets life for it! I knew Scotty not real well but I've seen him around the neigborhood he seemed like a good guy he didn't deserve to be done like that he was on his way home from a Thanksgiving dinner with his family it's sad this happened to the guy I guess we just never know when our time is up, My thoughts and prayers go out to the Shehan family.

The CCSD does not set the amount for bail! Talk about an idiot! I agree it is not nearly high enough but it was not up to the deputies to set bond!

The same thing happened to someone I know and the person who hit and run did not get charged with anything. The person he hit was found 30 min. later dead on the side of the road by family. What does that say for our justice system.........

While leaving the scene of an accident is wrong so no condoning that- the victim was driving under the influence- that is a fact. So it is possible that the victim hit the car.....but it does not remove the fact that Mr Winkler should have stopped.

I agree it is very sad.
I also don't think that mopeds should be on four lane highways especially after dark they don't have enough lights to even see them until you are on top of them.

I've not seen anything that says the victim was under the influence anywhere not even on the news which reported it today, not saying he wasn't! I know the family and they do like to drink although, I've heard from friends that Scotty didn't maybe he did... I think Mr. Winkler should have stopped too, if theres a possibilty that this young man may have been saved if Mr. Winkler would have stopped and called 911 instead of driving off without a care in the world about the poor man he just ran over I think he should be charged with 2nd degree murder just my opinion and I know how screwed up the justice system is and he will probally walk or get a light sentence I just hope he gets the max for whatever they charge him with he took a life without any remorse if he had stopped and tryed to help Scotty I would be a little more sympathtic to Mr. Winklers situation.

Thanks for the info Mr. Mason...we can't all be as smart as you, all I'm saying whoever set the bond is an idiot I can guarantee it was someone in the NC legal system!

Who's to say Mr. Winkler won't run again, I mean he did flee a fatal wreck now he's out there watching TV sleeping in a nice warm bed going as he pleases while a family grieves for a loved one thats just not right.

There is NO EXCUSE for hit and run.

Slower vehicular traffic has a right to on the roads like any thing else, but common sense should prevail.
Defensive driving,
safe speeds,
and no influence of intoxicants,
common sense will prevent 90% of all mishaps on the roads.

I agree with you 100% it is not right and I did not mean to offend you. I have great sympathy for the friends and family of the victim! I will not pretend to know the pain they are experiencing. I just wanted to clarify that most times the CCSD deputies are just as upset that the ones they arrenst are let go as the victims that they have impacted. My thoughts and prayers are with this family and friends.

I agree 100% with you that it is not right. I truly did not mean to offend you, just wanted to clarify that the majority of the CCSD is just as upset by the fact that the ones they arrest are set free as the victims and their families. I can not begin to imagine the pain that this family is going through and my deepest sympathy is with them as you as well. My prayers are with the friends and family of the victim.

I'm seeing more and more ppl riding these things that have a license..truth is many ppl cannot afford to drive a vehicle these days, many are unemployed as much as I hate seeing mopeds, scooters this is the only way a lot of ppl can travel even though they are one of the most unsafest things you can put on the highway. You see a lot of countries that have had them for decades as a primary source of travel. I think we're unfortunatly going to be seeing those numbers rising here in the US ppl just can't afford vehicles, gas, insurance so they make do with what they can afford. all we can do is be more cautious as drivers I guess sometimes an accident is just unavoidable no matter what you do, the least a person can do is stop and try to save the victim driving off is just not right I couldn't live with myself if I thought for a minute I caused someone to lose thier life and didn't do a thing to try and save them.

I have known Andy Winkler for many years. He has a horrifying reputation for beating men & women alike. He writes bad checks all over town and threatens to beat shopkeepers when they ask for their money. He is an alcoholic and has been strung out on crack for years ! This guy has no regard for anyone other than himself. I hope the authorities check out his background and have tested him for drug abuse. He probably thought hitting the moped was funny. What a big man he is to run away! I hope that idiot is crying like a little girl now. And, I hope the soap in prison is very slippery!
