I believe he did. Small businesses must pay their employees even if the company is not making a profit. These small businesses have to stay in business by borrowing money to pay for certain things. Our bank allows us to borrow up to a certain amount which covers our pay roll. In times of recession a company can run into massive debt and bankruptcy due to these circumstances around these loans.

Banks are no longer loaning out to small businesses because of the risk involved in the game. Too many have failed and these scared executives are not lending to small business and average Americans anymore and the certainty of it's future holds them ALL back.

Obama sees the "loan-factor" as a key issue in dealing with this problem. How can a president convince scared bankers to issue loans to create new jobs? I believe that he was merely telling us the main culprit in this game of chess and not avoiding a question.

If small businesses are not hiring it is because they can't afford to pay them. If the business can't get these small types of loans and the banks cut off the faucet, the business fails. It is still harder trying to convince these scared business' to take out more loans and hire new people when simply, the customers never come.
