How does one go about finding research about wills, property deeds, to get a copy of an obituary circa 1948 and 1951? Also how do I go about searching records for a Wilmer cemetery?

Is there a historical society, or library in this area? I am from Chicago, ILL. any help from someone who is into genealogy would be helpful.
Any help re; how the parish sytem works, local government, etc would help too.

HELLO Michael,
MY name is Paul. I also live here(Chicago)but I was born in Lecompte,LA. I am a family researcher
and also an Afro-American. The question u want to know is about Wilmer Memorial Cemetery. It is located between a city call Alexandria and a town
call Lecompte. This area is call Lamourie. Are u looking for a family that is buried there? For info. on wills, deeds, etc. u have to go Alexandria court house. Do u have family in that area?
