1 Water, a subject close to my heart. The City could fix a lot of their problems by taking care of the abandoned houses, many of them have water supplies hooked up and they just run constantly. The Housing authority pays such a goofy rate that they might as well be getting it free. There have been so many "deals" cut over the years thats about half of what's filtered and distributed is done so without any type of bill. Add this to the aging distribution system that's way too big for the current city population and almost zero manufacturing need and you have the disaster that we now have. Just another case of current political mis management of a very precious resource. |

That would indeed begin to explain the atrocious water "loss" rate in the city authority I've read about. |
