This is shameful. Why couldn't the homeowner's association have collaborated with the school district and politely ask them to prevent any kids from jumping into the pool? Maybe a FW police officer could have been present for this reason. It was a public park, so the homeowner's association had no rights, other than the pool situation. This could have been handled in a better way, and the kids would still be getting their lunches. I would be ashamed to live in that neighborhood.

I do live in this neighborhood, and I am totally ashamed that my dues go to support a board such as this. We have been working to get away from this homeowners association for a while, this just makes us work harder.
