DREAM revitalization begins in downtown

Who is in charge of the DREAM funds? Who decides how the money is spent?

I believe it is Susan K. Williams, or is she the in charge of the WET DREAM fund? I think her or her boss, doug bagby.

Susan Williams is the mayor--she is in charge of nothing. The City Council, on which Susan has only one vote, is in charge of city funds. Doug Bagby is the City Manager--he answers to the City Council, who is his boss and, again, makes all funding decisions. Grow up.
