You are so right... but she was placed irresponsibly in a position of power by a her bubba husband, making her an honorary bubba.
The point is... you might hire or elect someone because, knowing them all your life, you know they are smart, competent or ethical... as opposed to voting for someone who's been here all his life just to spite any system of meritocracy.
