So does this mean if you have a dog tethered in an area with a dog house and the dog can access that space that it is still considered outside or is the fact he can access a "inside" space at his discretion nullify the time limitations. If you ask me this is a case of animal rights and government gone wild. Almost, but not quite as bad as what I just heard from PETA wanting to force ice cream to be made from human breast milk and not from cows milk. Now, that would be absurd!
