Is there a school board meeting tonight? I heard there was, but don't understand why they would hold a board meeting on Friday night? What's going on?

there are getting ready for what they do normanl vote buying ,,, all they are doing is giving the drugee money to go and buy there drugs so they can goet there money back what a f??king joke in that county go to the county line at athol and watch them in action all the way up 52 to jackson been there and seen it work and the sheriff dept protect all of them ...

Maybe Ms. Charlotte toler ditty is gonna read them her letter she wrote in the paper. She is not my favorite person, but I praise her for the letter she wrote!! I'm so glad she had it so organized and told the EXACT truth and they way it is...Kudos to you, charlotte!! I think that should be printed in the paper a few more weeks!!!! I truly think some more people should be held responsible for all the crooked monies that was paid out!!!

Charlotte summed up the way most of us feel in Breathitt County regarding what has taken place in our school system. I respect her for taking the time to write this letter and express her thoughts. Today's board meeting concerned the many grievances filed toward current superintendent. Each person filing a grievance was to present their grievance to board and appointed state department representative. There have been so many grievances filed I doubt they can cover them in one session. Some have a good case and then there are others no one will take pity on due to their involvement with former superintendent's illegal actions.

Ina Southwood and Shirley Hudson and Bobby Gross should go to jail for what they have done to this school system. They are as bad as Arch Turner and I hope they pay for the money they stolen. Charlotte told all the truth.

to agree and teacher: Yes Charlotte did a great job. I'm so glad she did this..and Yes ina, shirley and bobby should be in the same boat arch is in. also the person or secretary that took care of the books for arch knew all about all his doings!!!! It doesn't take much to figure u have extra money...and why....to keep your mouth shut most likely.

What could she have done in such a short time? Too bad these folks weren't filing grievenaces against Arch? Seems like what is good for the goose isn't good for the gander. Poor us, we are all doomed is all I Know. A man can spend thousands of taxpayers dollars, cheat the educations of our children, break federal laws and be the Cock of the Walk for many years and have to be brought down by Feds and this new supterintendent is in office less than a year and is being challenged. Wonder why none of them challenged Arch? He must have been doing things their way. Our county needs help, let's all pray that the state does take over. This is the only hope our children have.

Yea for Charlotte Ditty!!! Ina and the rest that were on when bonuses were given need to resign, if we vote these people back in we are just as bad as they are!!!!!!! They did get rid of super tonight....now the state should come in and investigate the board members and the bonuses paid to certain people!!! They hired a law firm to investigate super...but what about them!!!!!!!!

My guess was Mel was going to blow the whistle on some of the BONUS BABIES,,,I hope someone gets on here and tells saleries of some of the BONUS BABIES...WHO GOT THE MONEY and how did it get by board members....They need to resign NOW!!!!!! Maybe they knew about the bonuses!! Remember several years ago when they posted the salaries of all school employees in the paper...this needs to be done now!!!!!!!!

I agree that those that did receive extra money should pay it back because they knew that taking it was illegal. And they certainly shouldn't be considered for superintendent. Call your board members now and let your voice be heard.

I don't know the details of why Ms. Stephens was let go and can't wait to hear the details. If there were valid reasons, then great! If it is because she was actually trying to change things for the better and just ran afoul of the old guard who isn't going to let that happen, then I can't wait until we all get what we deserve, a complete takeover of our schools.
KDE has a history of sending in a "turnaround" Superintendent from out of the area. They usually have complete control of the district and oversight is done from Frankfort with little to no input from the local board. Since we have been unable to effectively run this district at a local level, I hope and pray for that day to come.
If we get to that point, buckle up Breathitt County! These guys come in with a blow torch and change everything. New systems are put in place, curriculum is changed, every expenditure is triple checked, and many unqualified people will lose their jobs. These guys rock the boat so hard that some of the turnaround Superintendent's have 24 hour security guards because of all the death threats against them.
I personally think it would be a beautiful thing! Come on Doc Holliday, step up and send us someone that can fix this mess because we have proven ourselves incapable of doing that on our own.
If anyone votes for someone who has been on this school board for more than one year, you are an idiot.

They mention certain positions in the document like Transportation Director, Assistant Superintendent, and Building and Grounds Director, but no names. It also looks like Arch hired in certain people at a higher salary than they were allowed to have by law. Here is one excerpt from the document:

During our examination of the Breathitt County School Districtís personnel records, we found that the
years of experience for eight new classified employees hired between July 1, 2009 and June 30, 2012
could not be substantiated. Each year the school board approves a salary schedule for classified positions
based on years of experience. The personnel files for two employees did not have adequate
documentation of the years worked. For the six employees that did have documentation of prior work
experience, the experience was not with a school district, was not related to the position hired, or the
employee was given more years of experience than the file documented.
In one instance, an employee was given 25 years of experience as a cook/baker even though
documentation showed she had worked 14 years in auto parts sales, delivery, and billing. Another
instance had an employee receiving 25 years of experience as a custodian; however, records showed that
he had only 10 years experience as a security guard. This resulted in the pay rate for these positions to be
between $1.21 and $3.77 per hour greater than the same position with zero to three years experience. The
years of experience were only approved by the former superintendent.

The Assistant Superintendent was paid $2,985 on November 16, 2009 and $2,956 on February 15,
2010 for a total of $5,941 for 20 extra days during fiscal year ending June 30, 2010;
The Assistant Superintendent was paid $3,059 on November 15, 2010 and $3,059 on February 15,
2011 for a total of $6,118 for 20 extra days during fiscal year ending June 30, 2011; and
The Assistant Superintendent was paid $3,090 on October 17, 2011 and $3,090 on February 15, 2012
for a total of $6,180 for 20 extra days for fiscal year ending June 30, 2012.

The Buildings and Grounds employee was also paid 20 extra days before his original contract term of 220 days were worked for fiscal years 2009/2010 and 2010/2011. He was paid $2,985 for 10 extra days each on December 15, 2009 and April 1, 2010, for a total of $5,970. He was also paid $3,015 for 10 extra days each on November 1, 2010 and March 1, 2011, for a total of $6,030. For fiscal year ending June 30, 2012, his contract was changed from a 220 day contract to a 240 day contract by the former superintendent. This resulted in a pay increase of $6,180.
We also noted the Transportation Directorís contract was changed from a 220 day contract to a 240 day contract in January 2010 without the approval of the school board. This resulted in a pay increase of $4,742.
Also, during fiscal year ending June 30, 2010, seven classified employees were given pay raises by the former superintendent without proper approval by the board. These raises were between $1 and $2.12 per hour above the 1% raise given to all classified employees. Subsequently, the former superintendent included these raises in the salary schedule presented to the board two fiscal years later, and therefore the raises were approved by the board on the 2011-12 classified salary schedule. We also found two classified employees were given pay raises of $1 per hour during the 2011-12 school year that were not approved by the board.
