Easy. The post did say "generally" and not "all". You're right. Some are mature enough, however, MOST are not. Statistics have proven this fact.

Saw lady texting on Hwy 80 near Vallejo with 3 small children in the car. Now she was no teen. Infact I see more adults with the cell phone up to their ear than teens also.

yeah, the cell phone law is probably the most frequently broken law in the state right now... even our first lady couldn't resist. as someone who doesn't even own one, i tend to notice all the yappers...
