Usually if 911 is called regardless the police should go to the address the phone is registered to unless the caller specifies on the call. Why didn't the POLICE go to the home at that time. I recently accidently called 911 when calling out of state and transposed the numbers and hung up and the police called the office and came by to make sure everything was fine. Was the call sent out to have checked or did the local police sit in their car at the 4 way stop like they always did when I lived there.

the call was made from a cell phone and the cops cant get a address from a cell phone, they can only get a general area about 3 square miles

It is time for a change to make better tracking of cell phone calls. I can remember when County Commissiors said Benton County couldn't afford 911 system. There were several people talked with Commissiors office. Now we can't afford to not have good changes.
