the man is just playing politics any more and does not represent the private citizens of kansas.

Senator Brownback opposed the stimulus act that provided money for the rail spur. However, once the bill passed, he would have been remiss not to seek money from it for Kansas. The money would be distributed either way, so at that point his job is to try to see that it is used well and that Kansas receives a fair allotment.
Please note that Kansas Democrats are making the accusations. They know they have a fight ahead of them for the Governor's position and they are simply try to stir up bad publicity.
