Because they have to do that in case the car wont start after theyve turned it off. Its a saftey measure regulated by the DOT.

Our city could save money by getting rid of them. They never do anything positive for the community. All they do is write tickets. I know the city needs money, but they should just add $10 to everyone's water bill to get the money and lay the cops off.
