If you don't mind me saying so and with all respect, I wonder to what degree a captain contribute towards corruption probes. Most likely investigators from the DA or Attorney General's Office handled such a complicated investigation while a captain could testify as to records and policies. This doesn't automatically mean he's an expert in uncovering crimes.
