djou, you are a freaking moron! how the heck do you supposed the police officer is going to determine wether or not the person is playing a game or dialing a number? if they have their heads buried that long in their phones, the hrs has something called inattention to driving to deal with the violator.

i agree that it is a problem, but you want to introduce something that will be difficult, if not impossible, to enforce.

Why not a DWD (driving while distracted)bill? Fooling with the radio or fixing hair causes as many accidents.

While crossing Kona Street near the Ala Moana Center recently, a young gal was using her cell phone while driving her huge SUV. She looked straight at me but not seeing me. I tried to make eye contact but to no avail. I had to jump out of her way...she was too engrossed in her cell phone conversation.

How's about enforcing our littering laws? I am so sick and tired of seeing so many cigarette butts on the side of the road, especially when I'm at a stop light waiting to turn left. I'm on the road a lot, and I see someone flicking out a cigarette butt from their car almost every day.

Texting should be banned and also include people who wear their ear buds listening to music while driving.

The should be a ban on all idiots. The punks that blast their stupid stereos so loud that YOUR car shakes, dummies on cellphone that can't talk and drive at the same time, Hollywood stoppers, excessive speeders, Ainokea attitude....the list of idiots is endless! Only thing is that each and every one of us fit somewhere on this list at one time or another! Scratch that!

This law is long overdue and is already in place on military bases.

what about putting on lipstick and mascara?
what about picking your nose?
what about reading the newspaper or a book?
what about email?
what about doing it while motionless in traffic?
what about giving someone the finger for the stupid thing they just did - like cutting me off since they were texting?
what about shaving?

These are all things seen on the roads!

they should ban all distracted actions-the driver should always have two hands on the steering wheel and MUST use the signal blinker 100 feet before enganging in a turn....too many reckless & lolo head drivers out in the streets.

How is HPD going to stop it, close more parking stalls?

People have zero common sense, that we need to make it illegal to be stupid.

Texting is an ergonomic fad that is inconvenient to Human Behavior. It is similar to investigation the inner workings of an empty beehive.

i see girls by my high school with makeup in one hand and a phone in the other, and some times a burger in their mouth!

What if the driver is giving the head job?

California also has a law that you can NOT smoke in your car if there are children in the car, but you dont hear all the media hype about that.

What should be done is a device should be built into every automobile that will make operating a cell phone impossible , as soon as the engine starts electric static is produced that makes the cell unopertive while the automobile is in motion !

Cell phones are about the 9th cause of minor accidents, now lets ban the top ones, no more kids in cars, no more aftermarket stereo systems, no more food in cars.

why pass more laws unless the police plan to enforce them. Look at it this way, currently there is a ban on vehicles with heavy dark tints. Do the police enforce them? NO

Currently there are reconstructed vehicles with large oversize tires that stick out pass the fender wells. Do the police enforce that? hell NO

Currently there are rules on the books that prohibit articles hanging from the rear view mirror of a vehicle. Do the police enforce that? hell NO

Texting is dangerous, who is going to enforce that?

people jay walk all the time and people with out handicap stickers park illegally. i see it all the time. Where are the police? Sometimes, they tag but most of the time they just pass them by. They are not doing da job and will do their jobs once in a while.

Think about it. Why more rules, if you don't have people willing to do their job.
