Massachusetts D.S.S. Gets Nearly Failing Grade

It's been over two years since Haleigh Poutre entered Massachusetts Department of Social Services custody, and clutching her daughters' picture is as close as biological mother, Allison Avrett, can get to her.

It comes as no surprise that DSS keeps most information secret. Not for the protection of the child - but to cover the horrible things they do and allow to be done to children in their care.
If you read the report cited at the bottom of the article you will see that they only talk about providing death information. How many thousands, yes thousands, of children are harmed while in the "care and protection." of the state.
It doesn't take a rocket scientist to figure this out: If a drug is on the market that causes grave harm to one out of the clients it serves - it would be jerked from the market and it would be - because there is a fed agency that captures this information and puts it out there.
My son has been taken by DSS for almost two years. DSS has long ago realized that no one could have done a better job in parenting him and decided to finally send him home - but shortly before this started - he was removed from his foster home because the foster father was accused of being sexually inappropriate with another child in the home.
Problem is, they left him in this home for 51 more days. Another problem, DSS has previously filed similar abuse allegations on this same foster home. They drank heavily, kept loaded guns in the home and available to children, they both smoked 2 packs of cigarettes (each), they faught amoung themselves , kept a filthy home with numerous pets even though my son <Jubal Heath Baggett> had asthma and was exacerbated by the bet dander.
But the most OUTRAGEOUS thing about this is that they, as an agency, conspired to keep it secret.
Mass Law requires that they report the incident to the DA's office, and they did not.
A news writer called their spocesman Deniese Montiero and she told him that there was no incidence of sexual abuse in the home.
They stood in court and lied to the Judge and told the judge that there were not allegations of sexual abuse in the home.
I guess they just never thought that I would get a copy of their 51a/B abuse report where it clearly stated that the foster father was exposing himself to the girl and asking her to $U<x his private. And that he stayed drunk? and it goes on and on.
But these things are never open to the public. Never. But parents that have their child taken from them and traded like chattel to foster homes at a rate of 75 to 100 per DAY for special needs children, tell another story.
The children that come out of foster care and succeed are few and far between. This system is broken and when you do more harm than good, you are doing harm - period.

I happen to know Deborah pretty well and personally she is right about the system, BUT She also has several problems herself that are very unpretty !!!! She needs to get some major help!!

So, to add to the previous post -

In Jubal's most recent medical records while in DSS custody, he reported A MULTITUDE of times that his former foster parents locked him in a closet - and guess what - DSS did not even investigate. Better yet - they heard a little boy tell them that the foster parent did this and they did not even file a 51A. See, its like this, if a parent makes even a slight mistake, they can loose their children. DSS selected foster parents can rape, beat and starve these children (happens all the time) and DSS looks the other way.
This system of "Care and Protection" is a joke. They care and protect their jobs! As long as I breath, I will do everything in my power to bring about an overhaul. They have my child - so until he is 18 I have nothing more important in my life than to see that our experience counted for something.

I have a situation with D.S.S. in Springfield, Ma. Ivette Hernandez a social worker put my son Nathan in Providence, Behavioral Hospital for crisis. The only crisis was that his stepfather threatened/aggrivated the mother. And the other 3 kids were taken but given back except my son. I am very disgusted.

Does anybody know how I can help my kids mother get custody back of my son Nathan? How can I get the court to get him out of Providence Behavioral Health Hospital in Holyoke,MA.?

You need a GOOD attorney. But...they don't come cheap. I've heard that there is one down around Hamden Street in downtown Springfield, but I don't remember his name.

You might try calling a lawyer. Perhaps they can refer you to him. GOOD LUCK!

Debra, I can sure relate to you! I'm sorry you and your son have been through the wringer at the hands of DSS. My now 3 year old son and I have too. I'm going through a TPR trial, as we speak. My baby, Jason, was taken from me in December. The reason has changed many times. First they took him and put him in "respite" for the weekend. That weekend is still going on and now I'm going to lose him. The reasons are rediculous and extremely frivolous. I never abused him. I never neglected him. I love the ground he walks on, and even though he's been away from me 10+ months, he knows it!
Yes, everything is a big secret. That way, when they go to terminate your parental rights, you have no clue what you're defending yourself against, if you are unfortuanate enough, like me, to have things get that out of hand. It sucks, to say the very least. I learned, after the fact, that my son, who has a speech delay, was placed in a predominantly spanish speaking home. Imagine how frightening and traumatic that must've been for my poor baby? You want to fight? So do I. How can we get together and do something about DCF and their crimes against humanity? Anyone who has experience with this, please, let's talk and see what we can do.
