I know someone talked about the 4B tax coming in Nov. so now, for those that didn't believe, look at this from the city meeting records.

4B Sales Tax
The statutory authority for the 48 sales tax is
section 48 of the Development Corporation act
of 1979 Article 5190 6 Texas Revised Civil
Statutes
The 48 sales tax can fund a variety of economic
development quality of life projects
An election for the voters to consider the
possible adoption of the 48 sales tax may be
called on a uniform election date in either May
or November.

May is gone so it looks like the movers and shakers will have it Nov. thinking that the turn out will be low since it is not a regular city election and this time they believe it will pass having it in Nov.

Those who oppose it need to put their rally caps on and start gearing up long before Nov. This was part of the Dow Park presentation. Go on line to review the minutes, lots of pages.

If this is true, and I hope it is not .... I must say however that whoever would favor this in council and vote to have it on the ballot realizes that we, the people would consider this an attempt to slip us the high hard one and we would not be gentle with them or it like before.

Thanks for posting, I looked at the minutes and noticed that the cost is estimated between 5-7 MIllion to redo Dow Park. I can't visualize where the money would come from without the 4B.

Also, note the following text from the minutes;
Page 3 Minutes City Council
Workshop May 19 2009
65 138
Mr Lloyd commented Yes the park will need to be closed during the initial process maybe rune
months to a year but then it can be opened in phases
Councilwoman Stockstill Cobb commented Would the new ball fields need to be built prior to
work beginning on Dow Park
Mr Lloyd commented I would think so because patrons are expecting to play ball

So it seems that the new baseball complex will need to be built prior to doing Dow Park, I wonder how much that is going to cost and where the money will come from?

Unemployment is over 9% and some say it will continue to over 11%. Why are we looking at new a sports complex and spending money to redo Dow Park during this uncertain time? Some say fuel will spike to $250 a barrel, from the Drudge Report. I hope that our city government is not really considering spending such large sums of money on such frivolous projects during such trying economical times.

Instead lets find a way to reduce taxes, water rates and flooding. Now that would be a MASTER PLAN worth consideration.

Nothing. From what I can tell the current ball fields will be moved to the new complex and that would leave a void in the park. So, now they have an excuse to spend $5-$7 MILLION to fill the void by re-doing the entire park. Seems all they need is an excuse to ask for tax money to improve the park. I believe they can fix the area vacated by baseball for a heck of a lot less money.
Tourist is most likely their target for requesting the spending, build it and they will come.

All City hall thinks about is spending money and higher taxes. If they ran the golf course correctly that would save 1.5 million a year to be use on bb complex or flooding problems.
City Hall will put on a dog and phony show but don't beleive them their is plenty of money to run our City.

If the city earmarks the funds towards projects that would directly effect the citizens I may support. Some examples of these projects would be
flooding, upgrades or replacement of sewer lines for elderly homeowners (not rental property), and or productive youth programs.

If you think about it, when you shop outside of the Deer Park area you are already paying it. For me this would be most of the time. You can only buy so much from WallyWorld.

I would not support just because the city wants it, nor does not offer a plan for use.

If City will fixed the flooding problem and run the City efficiently and try to save money everywhere possible only then could I be for 4b,
but look at new business add to tax roll. For example: new hotel on East Blvd, co moving to Deer Park add 800 thousand, new senior complex and
shopping center add 11 million to tax roll. Why is their a need for tax increase? Remember look for water bills to go up.

Take a dive at the pool.... oh, that's right no diving boards as they are broke and the other is gone. Then walk around the tennis courts and outdoor raquetball courts. Have you noticed how the ball field concession stand and scorekeepers booth need to be over hauled? I've noticed the play equipment has seen it's better days as well. That play equipment is about 10 years old. Have you seen the new plans for Dow Park? If you don't use the park then you won't be too enthused, but for those that use the park it's going to be great to have it updated. I welcome a new fishing pond. It would give the kids another alternative to fun. If we don't do something it will be looking like our neighbors to the west in just a few more years. Drainage is also a problem in the park after a good rain.

City could update Dow park without spending 7 millions dollars, City needs to come up with a cheaper plan
with no tax increase. Lets fix the flooding problem in Deer Park before we worried about a little water in Doe Park.

Not really, it wasn't that long ago someone on topix talked about all they saw when they went to Dow Park on the week end was Mexicans, no white people, so with the Hispanic population being less than 20% in the city I would say it's not the biggest asset the city has. It certainly does not have a heavy visitation form the total community. The few times I have been there the park was near empty especially in the heat of the summer.

I would say that the Battleground is the city's biggest asset along with the swimming pool during the season based on traffic. Outside of a holiday, say the fourth of July etc., I would say that Dow Park has little to do with outside activities to warrant $5-$7 million for a re-do. Lets spend the money, if spending is necessary, in areas of interest and use of all citizens of Deer Park. If the majority of our citizens won't or don't use the facility then why spend the money?

Now if you had a major water park going in I could see a lot of use by everyone. I would guess that the current use of Dow Park is by less than 1% of our population that frequently visit the park.

It's not the biggest asset because it's run down. Perhaps people like visiting nice amenities, if it was renovated I bet more DParkians would visit?

It's cost money to put in new play equipment. Try about $25,000.00 per structure or more. A fishing pond would be nice for the older kids (anyone that likes to fish for that matter). Also, the pond would help eleviate drainage issues. You must not be a swimmer, tennis player, raquetball player, a parent of small kids that enjoy the play equipment, a skater or someone that enjoys the concerts. I wonder what the cost would be to renovate that giant pool. They plan on putting in a splash pad or two.

What would you like for our city to spend money on?

Where did you find the dollar amount for the new park?

Definition: A golf course owned by a city (municipality, hence the term). County-owned courses are also referred to as municipals. A city may contract out the day-to-day operations of the course to a golf-course management company, but as long as it is owned by the city (or county), it is called a municipal.

From the start, wasn't the golf course set out to be a municipal golf course? Was this voted on by the citizens?

I take no stand on the golf issue because I don't know enough about the subject to make a sound judgement either way.

Here is some food for thought.

Hey Pop people not from DP are paying less than
5.00 a round and include cart to play at our golf course and the citizen are picking up the rest of the bill to pay for golf course. By the way City can sell the golf course.

Daily Horoscope for December 29

Leo

It's hard to pin down a certain person today because they're being so vague and dithery. Ask them a question and they'll vacillate or be unable to give you a straight answer. You might suspect them of deceitful goings on but it's far more likely that they're simply in a world of their own and can't keep their mind on anything for long. Don't worry, they'll soon be back on planet earth.
