I don't happen to live in Highland Park, but I do visit Highland Park Village and spend my money there. But if I am going to have to pay a toll to use Mockingbird to get to HPV, then maybe I won't come to HPV.

Maybe Dallas should charge HP residents a fee everytime a HP resident uses Northwest Highway or Central Expressway? Or uses Mockingbird east of Central or west of the Tollway?

I can't believe that HP thinks there is validity to charging people who don't live in HP for the use of Mockingbird. Build that tunnel under that part of Mockingbird - if a tunnel is good enough for Dart under Central, then it is good enough for HP and Mockingbird.
