You are so wrong. The problem is to get guards assertive enough to confront drunks and panhandlers, polite enough to do it without causing more problems, competent enough to not get hurt or killed in so doing, and ethical enough to not administer boot-to-ribs justice behind a parked rail car. Training makes a big difference.
In any truly screwed up public contract situation, both the contractor and the agency have made massive mistakes. Instead of embarking on a (highly politicized) witch hunt, the taxpayers should force both agency and contractor to clean up their act:
1) Tell the agency they have 90 days to either make Wackenhut live up the contract, or the county has to parcel the contract out to multiple guard companies. Each month, each company gets a "share" of the total business either raised or lowered based on their performance during the previous month. The good companies will win out, capitalism at work.
Oh, and fire the current contract administrator, after auditing their personal finances to see if they've been getting kickbacks.(Probably.)
2) Tell the incumbent contractor (Wackenhut) they have 90 days to either honor their contract and staff EVERY GUARD, EVERY POST, or bow themselves out and give the county a to-be-negotiated hefty refund in exchange for no jail time.
I hear that Wackenhut has a "Global Response Team" where they can flood a city with guards on short notice. Make them prove it.
