Do you have streams/wells on your property? If you do not file for water rights you will lose them to the State of Idaho. You have a short timeline in which to apply for water rights and of course it will cost $25 (for a few) and $100 (for more) and more depending on the amount of water you intend to draw. This the first step towards restricting personal, agricultural and livestock use and access. Don't believe it? Check out Washington restrictions, requiring fencing livestock away from watersources on the landowners property and the ongoing fight for irrigation (etc.) water in Washington, Oregon and Nevada.
