First, get rid of the St. Paul Street off-ramp from the JFX. Second, build a park/plaza across the JFX connected to Penn Station. Third, and finally, make Charles Street two ways.

Is that as in 'bring in from outside Baltimore' or encourage development of local firms? I hope it's the latter as, in addition to ASG and Ziger/Snead, there are many capable firms locally.
