King Bloomoe and the Chold ADvocate wrote this in 2003 and didn't foloow up. Is that because he's sueing everyone for publicity and dosen't have time or the staff to keep up with all his lawsuits. It's time for a whole scale change to the people in charge of running the state. The stat eis going down the crapper fast. Wake up voters REMEMBER IN NOVEMBER

Psychiatry Drugs Foster Care Children - Andrew
I took my video camera to a Foster Care Alumni meeting and asked seven foster kids to tell me about there experiences in Child Protective Services while wards of the state.
One thing they all had in common was massive over drugging with psychiatric drugs.
Child placement agencies, foster parents, RTCs (Residential Treatment Centers) and Therapeutic Foster Homes get paid a certain amount of money each day for taking care of a foster child. The amount of money they get paid depends on a level of care system. The more difficult the child or the more problems that child has, the more money you get.
A child at the basic level of care is worth about 17 dollars a day where as a child in the highest level of care could be worth as much as a 1000 dollars a day. This puts the incentive on diagnosing children with behavior problems to justify raising their level of care. A child on psychiatric drugs is worth more than a child without problems.
It is not uncommon for a foster child to be placed on many different psychotropic drugs at the same time. Some investigations have found children on as many as 13 mind altering drugs prescribed by a psychiatrists at one time.
These drugs include all categories of psychiatric drugs; antidepressants, antipsychotics, mood stabilizers, anxiety medications, anticonvulsants medications, etc.
The SSRI drugs are commons such as Paxil, Zoloft, Prozac, etc. Also a number of these children described taking Risperdal, Zyprexa, Geodon and other new generation antipsychotics which have been linked to weight gain, obesity and diabetes.

It is not just the trouble with the foster families, it is also in the residential treatment centers , the so called "safe" homes and the psychiatric hospitals many of theses children and youth end up in. And let's not forget CJTS. Connecticut should be ashamed at the way we handle our children and youth. If help and resources existed in the local communities maybe DCF would not be involved so much. They are supposed to be a department to help families and families fear them. I hope they are truly working hard on improving their services. Many of the six thousand kids they have in custody have noone on the outside checking up on them. I say they need OVERSIGHT. Every family or child involved needs an advocate in addition to a DCF worker.I believe the feds come in every three years to evaluate DCF. They were here this year.Where is that report?

If the CHILD ADVOCATE and the Attorney General wrote a report 5 years ago, but then never followed up to see what the results were, then what exactly was the point? Simply to wait until a tragedy and then go to the press with their "We told you so".

Clearly Ms. Milstein does not understand the meaning of her title. Advocate - she should look it up and accept her role and responsibility in failing to prevent this latest tragedy.

The DCF ripped off more kids to get the free US DHHS ACF Temporary Aid
to Needy
Families (TANF) grants, but then they never gave this money to the
poor families. Instead they used it to take the kids away from poor
families.

I agree there's way too much lip service going around. It's as if they're considered rumors, and no one takes them seriously.

You read about a tragedy, and people will say: "This will never happen again, and this is how we're going to do things from now on..."

Then another similar tragedy occurs, and those same people now say: "Huh? That's the first time that's ever happened, again."

"All right, starting now, this is how we're going to do things."...

Another tragedy.

"O.K., starting NOW."...

"No, wait, starting....NOW."

Actual results will only materialize, and come to fruition, when competent individuals actually do as they SAY they will. Otherwise, they're merely noble ideas.

I absolutely applaud Attorney General Blumenthal & Child Advocate Jeanne Milstein for continuing to address the important issue of child abuse & the DCF's failure in regard to protecting children. On the other hand, for DCF to accomplish the goals put forth, they must have more workers & better pay.

I think this is yet another example of the great need to change our priorities both in CT & throughout the USA. We can spend billions on a war based on lies; we can spend billions protecting big corporations; yet, we claim to not have enough $$ to hire an adequate # of professionals to protect our children. Sadly, the list of where more workers are needed in "people related" agencies & organizations can probably fill pages. It is disgraceful!
