New Comcast connections in H'burg?

Hello,
I just recently moved back to the Harrisonburg area. Long story short, I've been trying for the last three weeks to find a way to get cable and internet access to my apartment building, which just completed construction in January. I've had no luck. I was wondering if any of you could give me some advice...here the situation:
1. Comcast has pretty much told me that they cannot extend service to my building (which is maybe 20 feet from one of several buildings that have been standing for at least ten years). After about 6 phone calls to Comcast and one visit to the local office, I'm told that some sort of decree came down from Charlottesville that no new construction will be happening. When asked why, a rep said "because of money." No further explanation given. I'm still a little lost on that one. Oh, and just a touch frustrated.
2. DirecTV is out of the question, as I don't have a southerly-facing window, and the complex doesn't allow dish installations.
3. Verizon FiOS is unavailable, and no one (including Verizon) knows if or when it will be here.
4. I heard nTelos offers cable. Per their website, only Liberty Square in H'burg can get broadband.
5. I've looked into using a smartphone as a modem, but my cell service, as it is, can be a little flaky.
I have to say that I am really frustrated. Have any of you had a similar problem? Does anyone know this "money" issue that prevents Comcast from extending cable lines for maybe 20 feet?

yes they are very cheap,I worked rigorous hours and devoted my life to comcast and i recently moved. I live 2 pole spans from mainline and they would run it for me.My best suggestion for you is to get the digital tv converter box if you dont have a late model tv with a digital tuner.If you do run a channel scan because there are a pretty good amount of free digital channels already coming out of harrisonburg.I get like 50 channels in digital quality and dont pay a dime

Its funny too because the system i worked in just 2 weeks ago they would run mainline miles for 1 or 2 houses, Really it all boils down to people having to do work. When comcast has to extend or splice into a piece of mainline it takes alot of people to get the design right. Signal levels need to be thought out so the person after you doesnt get robbed, they have to figure out amp adjustments, basically have to redesign that piece of mainline, fairly simple to comcast but not as simple as sitting behind the desk not doing anything.still suggest snatching free digital tv out of the air.

What apartment complex do you live at. Shentel provides cable, network, and voice to several complexes in Charlottesville and Harrisonburg.
