Jerome “J.J” Booker, of Palmyra, was indicted by a Louisa County grand jury on Monday for three counts of involuntary manslaughter and one count of reckless driving, stemming from a fatal two-vehicle accident last July.

Per the code of Virginia, if a driver is intoxicated or impaired while operating a motor vehicle and causes an accident that proves to be fatal, that driver can be charged with involuntary manslaughter.

Driving an empty freightliner dump truck northbound on Rt. 15, Booker allegedly swerved into the southbound lane to avoid hitting a pick-up truck that was stopped with its turn signal on.

Booker collided with a 1994 GMC van, which was driven by Gary Alan Dovel, 51, who died at the scene. The front seat passenger, Martha Street Dovel, 50, was also pronounced dead.

A 17-year-old passenger was airlifted from the scene, but later died at the University of Virginia Medical Center in Charlottesville. Scott Frederick Dovel, 19 at the time of the accident, survived with minor injuries.

Booker was originally charged with driving a vehicle with faulty breaks and not wearing a seat belt, but those charges were suspended in December.

In 2007, Booker was indicted by a Fluvanna County grand jury on one count of conspiracy to distribute cocaine, and one misdemeanor charge of possession of marijuana.

After entering into a plea agreement with the Fluvanna County prosecutors in April, Booker’s charge was reduced to possession of cocaine, and he was sentenced to two years of supervised probation and three years of suspended time in prison. Any new convictions could also result in reimposition of all or part of the suspended sentence.
