They should have to pay the cost of repairing the damages. They should also spend some time behind bars.
If they only get chewed out and a slap on the hand, they will be back.

San Luis Obispo police arrest four teens who allegedly vandalized Laguna Lake Park
Four local teens were arrested after an officer caught them spraying graffiti and destroying decorative concrete blocks at Laguna Lake Park late Saturday night, according to the San Luis Obispo Police Department.
