A House Republican plan to slash funding for a Social Security program would cost taxpayers far more than it would save, according to a letter from Social Security’s chief actuary. The Republican plan, which is focused on a program meant to ensure that beneficiaries are not overpaid, would cut more than $800 million below the level agreed to in the Budget Control Act, the spending agreement passed during last year’s debt limit negotiations.

According to Social Security chief actuary Stephen Goss, however, the cuts will cost taxpayers between $5 billion and $6 billion, Talking Points Memo reports:

In a Thursday letter responding to inquiring House Democrats, Social Security’s chief actuary Stephen C. Goss concludes that cuts will cost taxpayers “between $5 billion and $6 billion more over the lifetime of those who would not be reassessed due to the reduced funding.”

The cut would hamper the highly-effective program that roots out waste, fraud, and abuse in Social Security — according to Goss, such reviews produce between $6 and $9 in regained savings per dollar spent. While the analysis only covered the impact on the program this year, future cuts would likely have a similar impact on the program.

House leadership isn’t likely to give the Labor, Health, and Education appropriations package that contains the cuts a vote before the full House, but the plan keeps up the GOP’s disturbing trend of targeting social safety net programs that largely benefit the lower- and middle-classes.

This claim is easily checked by plugging Obama’s inauguration date — Jan. 20, 2009 — into the Treasury Department’s handy “debt to the penny” calculator. It shows that the nation’s total debt stood at $10.6 trillion on the day Obama took office, and it was at $16.2 trillion on Oct. 8, 2012, That means total debt has increased $5.6 trillion so far under Obama. Yesterday, President Bush announced his $700 billion plan to buy out troubled financial institutions. Demanding enormous faith in his administration’s stewardship, the plan “would place no restrictions on the administration other than requiring semiannual reports to Congress, granting the Treasury secretary unprecedented power to buy and resell mortgage debt,” and to hire outside firms “to help manage its purchases.” Further, the proposal provides no oversight mechanism:


Sec. 8. Review: Decisions by the Secretary pursuant to the authority of this Act are non-reviewable and committed to agency discretion, and may not be reviewed by any court of law or any administrative agency.

Bush is demanding unprecedented control over billions of dollars — with no OVERSIGHT. His history of mismanaging taxpayer dollars should make Americans skeptical of his buyout plan.

Some commentators blame major legislation adopted since 2008 — the stimulus bill and other recovery measures and the financial rescues — for today’s record deficits. Yet those costs pale next to other policies enacted since 2001 that have swollen the deficit. Those other policies may be less conspicuous now, because many were enacted some years ago and they have long since been absorbed into CBO’s and other organizations’ budget projections.

Just two policies dating from the Bush Administration — tax cuts and the wars in Iraq and Afghanistan — accounted for over $500 billion of the deficit in 2009 and will account for $6 trillion in deficits in 2009 through 2019, including the associated debt-service costs. By 2019, we estimate that these two policies will account for almost half — nearly $9 trillion — of the $18 trillion in debt that will be owed under current policies.(The Medicare prescription drug benefit enacted in 2003 also will substantially increase deficits and debt, but we are unable to quantify these impacts due to data limitations.) These impacts easily dwarf the stimulus and financial rescues, which will account for less than $2 trillion (less than 10 percent) of the debt at that time. Furthermore, unlike those temporary costs, these inherited policies (especially the tax cuts and the drug benefit) do not fade away as the economy recovers.

Without the economic downturn and the fiscal policies of the previous Administration, the budget would be roughly in balance over the next decade. That would have put the nation on a much sounder footing to address the demographic challenges and the cost pressures in health care that darken the long-run fiscal outlook.

Donald Rumsfeld 2.3 Trillion Dollars Just Gone .

On September 10, 2001, Secretary of Defense Donald Rumsfeld held a press conference to disclose that over $2,000,000,000,000 in Pentagon funds could not be accounted for. Rumsfeld stated: "According to some estimates we cannot track $2.3 trillion in transactions." According to a report by the Inspector General, the Pentagon cannot account for 25 percent of what it spends.

Such a disclosure normally might have sparked a huge scandal. However, the commencement of the attack on New York City and Washington in the morning would assure that the story remained buried. To the trillions already missing from the coffers, an obedient Congress terrorized by anthrax attacks would add billions more in appropriations to fight the "War on Terror."

The Terrible Cost of Bush II’s Deficit

It is now becoming evident just how much damage the GW Bush budget deficit has done to the U.S. In part from the tax cuts of 2001 and 2003, which sharply reduced taxes on income, capital gains, and corporations, two wars, and the Great Recession that began halfway through Bush’s second term, the deficit now threatens not only our fiscal soundness, but status as the world’s economic powerhouse.

It was VP Cheney who maintained that Reagan had said deficits don’t matter, but President Reagan raised taxes 11 times during his tenure to save the budget, and economy, as his Budget Director David Stockman described so well in The Triumph of Politics. In other words, President Reagan didn’t dare go as far as Dubya and VP Cheney in creating a deficit that siphoned off revenues to the wealthiest 1 percent and raised corporate profits to the highest in history as a percentage of GDP, while almost causing the disappearance of our middle class and endangering Medicare and social security.

So it shouldn’t be a surprise that Republican Paul Ryan’s 2013 budget proposal passed by the Republican House follows in GW Bush’s footsteps. President Obama assailed it as “…a Trojan horse, disguised as deficit-reduction plans,” said the president at an Associated Press luncheon in Washington on April 3.“It is thinly veiled social Darwinism.”

Obama was referring to the fact that Ryan’s plan doesn’t really reduce deficits. Because it calls for $trillions in spending cuts without raising revenues, 62 percent of which would come from low-income programs, just as the Bush II budgets did. And both revenue increases and spending reductions are necessary to pay down the budget deficit. In fact, the new tax cuts at the top would dwarf those for middle-and lower-income families, says The Center for Budget and Policy Priorities, a non-partisan think tank. After-tax incomes would rise by 12.5 percent among millionaires, but just 1.9 percent for middle-income households. It’s Bushonomics all over again.

Obama's policies have added less than $1 trillion to the national debt. The rest would have accrued no matter who was President since it was the result of spending decisions made before he was elected.

And when the S&P downgraded the US credit rating they specifically blamed the actions of the GOP Congress for the downgrade. That is historical fact.

Doing the math on Obama’s deficits

There is a way to tally the effects Obama has had on the deficit. Look at every piece of legislation he has signed into law. Every time Congress passes a bill, either the Congressional Budget Office or the Joint Committee on Taxation estimates the effect it will have on the budget over the next 10 years. And then they continue to estimate changes to those bills. If you know how to read their numbers, you can come up with an estimate that zeros in on the laws Obama has had a hand in.

The Center on Budget and Policy Priorities was kind enough to help me come up with a comprehensive estimate of Obama’s effect on the deficit.

There are two answers: more than $4 trillion, or about $983 billion. The first answer is simple and wrong. The second answer is more complicated but a lot closer to being right.

For comparison’s sake, using the same method, beginning in 2001 and ending in 2009, George W. Bush added more than $5 trillion to the deficit.
