On the advice of ethics officials, Gettysburg National Military Park Superintendent John Latschar has reversed his decision to leave his post and become president of the Gettysburg Foundation.

Wow-What a whiz this clown must be. Couldn't he have figures this out prior to his first announcement. Any first year law student knew what he was doing was wrong. This type of decision making is what has plaqued NPS in his tenure. Go away-just go away.

I read the enitre copy of the press release as of 3:17pm this date 28 Jan 09 from D.C to Katie Lawhon and "Phil Sheridan" in Phila. I might actually call the number posted to see if he's real. What a sham.. The news release actually qoutes Latschar of not complaining about BEING forced to rescind his retirement and other WOES..surrounding this "Foundation" Actually,he should be in jail..for violating the Ethics of Office, as well as attempting to get away with using his Office of Federal Stature to acquire private employment.. Folks--it's called INFLUENCE PEDDALING,,and it's not only Unethical--It's a FEDERAL CRIME with REAL HARD TIME . I wonder, just how long it took the Federal Prosecutor of the NPS Inspector Generals' Office to candy coat that message to him ? Now Latschar gets to sit around and do nothing and get paid until his time is up. I'm sure he'll dwell on the fact that he can't join the FAT CATs in this made up "Foundation". He should be at least disciplined and demoted to latreen duty and thankful he is not in a car with the U.S.Marshal--headed for Leavenworth Prison. JOHN Latschar--you have decieved the Public,, you are morally and ethically unfit to wear your uniform or to work in the public sector ever again. I pray that the Inspector General of the Dept of Interior revokes your level of trust and rescinds all your Federal clearances and bonding. You are now fit to run for the Governors seat in Illinois.

Latschar has been driving tourists and their money away by the 1000s for many years now. Maybe with his staying he'll drive away even more (no brainer) so the government will eventually force him out too. One can only hope.

no chance, he'll retire with full benifits on taxpayers backs, then in a few years come back to haunt us when the dust settles and he is free from th e ethics concerns, say 3 to 5 years.

What makes you believe that the person listed on the press release is fake? People in this Gettysburg mess wonder why they are considered crackpots. This is why.

First of all, I would never look at a press release from a governmental body and assume one of the names on it is fake. Secondly, I needed about ten seconds to Google his name and find out he's a PR person out of the regional NPS office in Philly.

What a bunch of bozos!!! Dr. Latschar has done great things for the Gettysburg Battlefield and his staying is great news. Now he will be there to head the completion of the rehabilitation of the Battlefield. On a lot, but not all, of the Battlefield you can actually see what the soldiers saw without using your imagination. There is still work to be done. The old visitors center and that ugly eyesore Cyclorama building has to come down, the sooner the better. Dr. Latchar, keep up the good work.

Amazing. Folks are mad for one reason and one reason only. Locals do not understand the N in GNMP stands for National. It is not a C for County, or B for boro. Dr Latschar has worked and created something of National stature. If people had paid attention to the entire story. The NPS thought is was a good idea for Dr. Latschar to take the move. It was the new administration that listened to folks that who could care less about anything other than getting a notch in there gun against the feds. Because they do not care about the good of the boro.
Dr. Latschar has created the crown jewel of NPS civil war sites. And with the support of through many NPS administrations. And has never been found to do anything wrong in the GAO investigations. While is sad for the foundation. Gettysburg was never going to lose. Dr. Latschar was staying either way. NPS gunning for Dr. Latschar? Wrong answer!They are looking to clone him for other locations. Dr. Latschar has proven that a combination private and public partnership can be and is successful. On a National level. And remember, the N in GNMP is for National.

Well, for starters, unlike you, apparently, I have a life outside of this forum. However, I'm not embarrassed, just disappointed. He could have done great things for the foundation, although I'm glad he'll be staying at the park. Since GNMP is a national military park and not a national forest or a wildlife sanctuary, I believe he has done wonderful things for the park and preserving its historical significance for this and future generations. Not that you'll ever recognize it, but he behaved correctly regarding the job offer. When he originally received the offer, he presented it to NPS/DOI ethics officials and received a go ahead with certain restrictions which both he and the foundation believed would allow him to function effectively as foundation president even with him avoiding involvement in those areas covered by the restrictions. That was in the original news stories on this, and he accepted the offer. Then Department of the Interior ethics officials added additional restrictions (given that President Obama has only been in office 11 days today, this was in the works before the change in administration). They never said he could not take the position, period. However, he determined that the new restrictions narrowed the area in which he could function as foundation president so much that he didn't feel he could function effectively, and notified the foundation and park service. For all of you merrily speculating about criminal acts, there is no issue of that here. He submitted the offer to the appropriate ethics officials and abided by their rulings. Trouble only comes when a federal employee fails to do one or both before accepting and taking a job offer where there is any possibility of even an appearance of a conflict of interest arising. Personally, I don't feel the DOI ethics people understand the difference between the private partner in a long-term public-private partnership and a private business with government contracts like Boeing. Be that as it may, they have ruled. Dr. Latschar has accepted it, and so must I.
