The Detroit area is reportedly more segregated than other areas of the country. I say "reportedly" because I see it elsewhere too. It seems self segregated to me. Blacks and whites don't wish to live together. Where they meet in real estate, the blacks always tend to move in the direction of the whites because the neighborhoods are safer and cleaner. The neighborhoods go down and reach a tipping point that drives most whites out. Rinse and repeat. We have a moving ring of blight like a rock in a pond. Eventually something has to happen at the vacuum in the center. Whites don't really want to move back because of bad memories. If enough of the inner city did ever get cleaned up I suppose whites could return and then the rings might implode inward. I have never seen this phenomenon. A few young or richer folks sometimes move in to gentrify an isolated area until they become disconsolate living in an oasis.
I like safety. I enjoy clean streets without litter strewn everywhere. I like walking out to my vehicle and any hour and starting it without hearing that the catalytic is missing. If things like that make me a racist, I'm all in.
If blacks also like these things, make it happen in your own neighborhood. If that did happen, the flight factor would eventually subside.
