Red-Light Cameras May Prove Profitable

Are these red-light camera violations actual failure to stop, or is the camera just catching a picture of the vehicle's plates when they stop OVER the line, and still charging the driver? I have heard they are actually bending the law to get more money in the coffers, and making it too expensive to fight erronous tickets, so that people just give in and pay.
I believe those who break the law need to be fined, but are the innocent being charged along with the guilty just to make more money for the community that installs them?
South florida is considering removing them because so many people are fighting the tickets. Maybe that is what people around here need to do. So many things are being automated, isn't that also a loss of jobs??
