Fran, read the article. The homeless folks residing in this shelter are not all theirs. Surrounding towns, as does mine, benefit from funneling all the people to Middletown. It just so happens that all the social programs are located in town. The workers there, push to keep these people in Middletown so the homeless use the services they provide and keep the statistics up. Half of the work the services do is collect statistics to keep their jobs.
So basically Fran, it is good for most towns, but not so for Middletown. Here's hoping the state, somehow, reimburses the city for just another state run service. CVH, Whiting Forensic, detox services, Riverview Children's and on, and on.
