Hey Jack***; I'm the guy actually paving the road (working for the private sector). You're the one sitting in your running vehicle, windows rolled up, air conditioner on high, filling out your bogus inspection reports. State and/or county employees sub or contract out almost all highway construction and repairs. You see, I work in the "road building" industry; you're a liar. Read the CalTrans Standard Specifications, Section 39. You will see that the contractor is resposible for all work and inspections "witnessed by a representative designated by the project engineer (that's you stupid)".

Ha ha; you're a joke. First of all, it's not my spec book, it's yours. Titled "State of California, Department of Transportation, Standard Specifications". Fixing cracks with Crack Seal? Let's see, two flaggers (each with seperate State issued vehicles), One to run the truck hooked to the "Bitch Pot" (driver inside truck, windows rolled up with AC on), a sand truck (again, driver inside w/ AC on), and two men on the ground (both subcontracted by the State at prevailing wage) to handle wand and shovel sand. All of this for a short term temporary fix of a long term problem which shortens the life of the general publics vehicles. We in the private industry call it "make work". As far of the rest of your tasks, most are now also subcontracted out at prevailing wage. Look on your own web site under projects out to bid and you'll find all of these tasks. Spraying? All done from inside the truck with a mechanical spray arm. Face it, you are a joke and taking funds from our schools, seniors and disadvantaged needing social services. CalTrans has become the second biggest fraud in the State next only to illegal immigration. Readers, take a quick look next time passing a highway construction project. Count the number of CT workers sitting in their running, parked, State issued vehicles (alone) with the windows rolled up. What a joke and WESHOULD ALL BE FURIOUS!

All state funded work performed by the private sector is awarded by the "Open Bid" process. The State of California dictates wages. The State specifies time frames for completion of work. If the contractor exceeds this time frame, he/she pays a huge price for "LD's" or liquidated damages. Finally, NO State funded project is finalized by the State until all work is found to be in complianct with the approved project plans and specifications. Therefore, failures are almost always found to be a design issue (All designs are performed and checked by the "top" State people). You are an idiot who has no idea how the process works. You are the reason our State is broke.

The amazing thing is that the State is actually doing less and less of their own maintenance and quality control, subcontracting it out to private industry. Funny how the work load for CalTrans and County Road Departments shrinks while staff continues to increase. Meanwhile, our schools and social programs suffer. "State worker"; you are the poster child for the financial problems with California. When politicians promised to create jobs, who knew they meant giving tax payer dollars to illiterate idiots such as yourself. What a mess.

Seems like a golden opportunity. Get rid of the deadwood, get rid of the union that protects the deadwood.
Set up a system where new employees come from the ranks of the unemployed who will appreciate the term "public servant" and the fact they have jobs when others don't.

I'll be happy to take a Cal Trans position for 5 years. Give me minimum wage, health, and 5 year tax break for when I leave Cal Trans to start my own buisness.
Not only will my public service be in the best interest of the tax payer, but the money and jobs I generate will increase the tax base long after I leave Cal Trans. Plus, I'll net more money than being a state lifer.
It's really a quite simple plan. One that could save California billions. No need to worry about the displaced Cal Trans worker since they are highly motivated go-getters they will be fine, right?

Thank God for the illiterate idiots like me whithout whom your little cry baby ass would not be able to get to work because of the giant pot holes, dead animals, flooded drains, broken signal lights, tree branches, car wrecks, over turned trucks and on and on. Those are some of the things we do out there while on foot not in a truck. I hope one day you and your pompus friends will pull your heads out of your rear ends and have some aqppreciation, but I doubt it your all to worried about paying a couple extra pennies of taxes for a much needed civil service well I 'll try not to loose any sleep.

These unions are the reason that California is going broke. The unions outlived their usefulness years ago. All they do is protect the lazy and useless employees that should be fired. THe unions are the cause of the collapse of the American industry with their greed and low productivity. Unions are destroying America. But as long as they own the democrat party we'll be stuck with them.\ NO UNION CONTRACTS WITH GOVERNMENT JOBS!!!!
