This is always a risky 2 sided topic. One the one hand it is a shame for the cafe's. But on the other hand, it is worse if they end up conflicting with the law.
More investigation needs to be done.

Columbia says ‘no’ to sweepstakes
City manager Steve Gantt said the decision stemmed from law enforcement opinions that the sweepstakes centers violate the state’s gambling laws.
