It sounds like they will look at the inmates they are going to release, and see that they get started to settle into society once more. Their problem is going to be finding decent jobs to support themselves. If they can't find work they will most likely have to return to crime. How many are first time offenders that the prison time will have cured of running afoul of the law? Why is it that police and prosecutors have the mind set that it is their job to decide who must be locked up for their full sentence? They were going to get out eventually, so why do you want to keep them the full term when their release will save millions of tax dollars better spent on education (hopefully). Turn your energy to helping them find work and housing to reduce the number of them going back to prison.
