THIS STORY MAKES NO SENSE AT ALL. BUT, IF THE SHOOTER WAS WORKING UNDERCOVER FOR THE POLICE, IT MAKES PERFECT SENSE WHY THIS IS GOING IN THE DIRECTION IT IS. THE FAMILY WILL BE OFFERED A SETTLEMENT IF THAT WAS THE CASE.

I'm not saying that this was necessarily a murder, but if it was, it would be the perfect one. Just in theory. All he needed was to get this guy to take one swing to be able to use lethal force, legally. He knew he worked at the gas station, and he would have realized that anything that happened would be on video. He needed video evidence, because it's the only sure way to be able to prove that he was in danger, justifying killing Rodriguez. All he needed was a legal gun, which he had, ready to go, in his pocket. Moral of the story is that if you ever want to shoot someone in the face, just have a legal gun, run into them where there are cameras, and get them to assault you. Say something like "I nailed your fiancé." that should do it.
