Judge vacates marijuana-possession plea, sentences others

There was a thing here in saint regis falls that got my curiosity up. a local person has a UTV [ ultimate terrain vehicle] there are ATVs [ alternate terrain vehicles] ATVs need to be registered, UTVs do not. Owners of UTVs do not need to wear headgear, ATV owners do. ATVs do not have rollbars, hence the need for helmets, UTVs do have a rollbar, so they don't need a helmet.
UTVs are prohibited from using the town's "right of ways" roads, ATVs can go wherever they want.
This obne person who has a UTV got a ticket from a state trooper because he didn't have a helmet. He explained to the trooper that he didn't need one because of the vehicle's description. By the way, the weight description of the UTV supercedes that of an ATV - is more than an ATV. The trooper none the less kept with his interpretation of the law and wrote up this guy for an ATV violation. The New York state law for off the road vehicles specifically call an off the road vehicle an ATV, but makes no mention of a UTV - go figure. And yet UTVs are out there. Again no continuity in the law.

People have been using marijuana for thousands of years, I can't believe you people let someone take my greatest gift I could give you for survival and make it illegal.... They should of made masturbation illegal so you wouldn't just stand there with your hands in your pants !!!!!!

In the Massena courier paper version of this same story Richard's quoted as saying he trafficked like that when he was young and would still be in prison if he got caught. Unbelievable!
