Gregory A. Allen not only was under daily police surveillance as a suspected sex offender when a Manitowoc woman was sexually assaulted in 1985, he also already had amassed a long criminal record in four states, newly released documents show.
Allen, the man linked by DNA to the assault for which Steven Avery served 17 years in prison, had been incarcerated three times for violent and drug-related felonies prior to the attack on the Manitowoc woman, according to the records.
He also had been a suspect in the killing of a teen girl in North Carolina.
Born in Minneapolis, Allen was 16 when he was arrested on suspicion of armed robbery and assault in Westminster, Calif. He was first incarcerated at 17 in June 1971, given a term of up to 10 years in a Minnesota youth lockup for robbery and aggravated assault.
A few years later, Allen became a suspect in the June 1975 strangulation death of a 15-year-old girl in Newport, N.C.
Allen was not prosecuted in the killing. But less than a year later, he was arrested as a Peeping Tom, starting what would become a long list of sex-related crimes for which he would be investigated or prosecuted.
Allen served two short prison stints in North Carolina for drug crimes before coming north. In June 1983 he was convicted in Manitowoc of prowling.

Susie and Mystic, you are both somewhat mistaken as to Donna's schools. She did attend Havelock High her freshman year, 1973-74. Her family moved to Newport and she was at West Carteret for her sophomore year of 74-75. We were in Geometry class together there at WCHS. She was a good friend of mine and was dating Jay Garner at the time of her murder. I was so shocked at her murder, angry at the unknown murderer.

I used to place a rose on her grave when I would visit home. I still think of her to this day. she was one of the few girls who was nice to this teenage outcast.

I do wish you luck in your search but, if she was your best friend, why wouldn't you know what school she attended? They say most murders are committed by someone the victim knows. Maybe you should start a little closer to home. It's so easy to blame the Marines for what happens in the Crystal Coast area.

I don't know about Jay. Garner was the largest name in Newport at the time (my Grandmother was a Garner), but Jay was older than me (and Donna) and I didn't associate with him. I still believe it was a Marine, as did my Dad. But Dad once told me that there was murders from back when he was young (1920's - 30's) that were never solved. He also stated that he thought that drugs had something to do with it. Grice's did have a reputation as being a place you could go to score some dope. It's why I wasn't allowed to go here.

That marine was the suspect all through the years. He had made statements about the girl he killed back here...meaning Donna. Local police were set to get his written confession in the past 5 years. I can't remember exactly. When they arrived...he refused to talk. They travelled all the way to were he is now....and he changed his mind. But dont forget.....all those boys were friends.....They lived in a mobile home next to
Grise Grill so any of them or all of them could have done it. Whoever did it knew her so police say. One reason they gave us was because whoever did it....carefully laid her in the ditch....covered her hands like they were putting her to bed. I guess they felt something. They put her were she would be found. We were told she was killed somewhere else and put there. Did you know this case has been on unsolved mysteries? Donna was only 4 ft 11 and maybe 90 pounds. I think a Marine with his training could strangle her with not much of a problem. I see her putting up a fight....she was sassy. Through the years, I have hoped that she was knocked out first from the bump on her head....that she didn't suffer. Donna and I are the same age for a few months every year...so Oct 16 09 would have been the "big 50".
I hope someday we know all the truths of that night.....all of them.

Speaking for some of the family....Aunt Emily, Donn's Mom, always thought he did. But as for the family in general....feelings are mixed. I think they were all involved.

Intersting blog. I also knew Donna and Jay very well and hung out at Grice's all the time. I went to Donna's funeral and it was so hard. Several years ago Ch. 12 news did a unsolved homicide story on Donna and showed her picture. You know I had forgot how beautiful she was. We hung out a lot, she had that long blonde hair and I had this long black hair, we had a lot of fun togther. Maybe the case will be reopened, but who know if it will change anything. Newport I think has kept this a mystery and I think there will people that will go to their grave with the knowledge of her killing on their hands. You know that there is a judgement day and even if the person or people think they have got away with something I do not believe it.
