In PA you can legally keep a racoon as a pet as long as you have a permit, they also have to have all the shots that both dogs and cats need and they can NOT be housed in a cage.
My Aunt who is only 4 years older then I, found a baby racoon sitting next to it's dead mother in rural PA. She took it home called the GC, they said if they came to pick it up they would just drowned it, because it would not survive in the wild being so young and no zoo's within 150 miles of the place. So he said she would keep it. They told her what she needed to do. Rocky had the full run of the basement, they even brought in a dead tree and stood it up, along with some real plants, he was littered box trained and very gentle. She had him 10 years, and one morning she went to feed and care for him and he had died during the night. Well actually killed. Her 17 year old son was mad at her for not being aloud to use the car the night before, so after she went to bed, he poured anti-freeze into the water bowl. Yes, she had an autopsy done on the animal, and YES she pressed charges against her son. Rocky would be walked on a dl, and for 8 years she had takenn him to Adult Care centers, pre-schools, Nursing homes, and even to schools for classes K-4th grades. Not all of God's creatures/animals should be used as pets, but if it is done in the right way, with state, county and local permits, an a area large enough to house/contain larger animals then it is fine. But never forget what they are a wild animal! I know most everyone one here as been to a zoo, and perhaps not just once put several times. Perhaps the children running to their mother frightened the bear and that is why it attacked her. But either way, a women lost her life, and a bear lost it's life also.
