When are they just going to move people? Does this annual flood worry going away?

By denying rivers access to their flood plains, levees make flooding worse. And every flood event brings local demands for still more and higher levees; and again, this only worsens the problem.
The only right solution in the long run is to use levees to protect human settlements and allow the river to flood farmland from time to time. Levees built for this purpose would not need to be nearly as high or as long. Where managing water is concerned the "obvious" action is nearly always wrong. In civil engineering (my field) failed water projects outnumber all other categories. Usually the mistakes were made (usually by the Corps of Engineers) long before any construction began. For once, let's show some long-term wisdom. We need more brains and less construction. |
