Upset 78-year-old kicks officer in groin ... twice

A 78-year-old man upset over being stopped for speeding kicked a Garden Grove police officer in the groin twice, authorities said Monday.

Would this kind of behavior be allowed in his home country? I don't think so. Here its just a slap on the wrist.
