There seem to be a couple of major flaws in this argument.
To believe that the "achievement gap" is an invention by the Vallejo school district establishment to keep African American kids down would require believing that somehow school districts nationwide are in on the plot, since this gap exists everywhere and always has.
It also means believing either that African American kids are being punished for nothing or that Mr. Abdul-Ghanee recommends teachers and students be required to tolerate intolerable behavior by black students because they're black.
I believe he's right on one hand, that part of the achievement gap can be blamed on excessive absenses on the part of some students -- and some of that probably comes from being kicked out of class for being disruptive.
However, I think the problem of being kicked out of class would go away if the disruptive behaviour goes away. If there are teachers and administrators looking for black kids to kick out of school just on general principal, I believe they are extremely few and far between.
But part of the achievement gap can also be explained by a pervasive attitude of not giving a crap -- an attitude some of these students bring with them from home.
There may also be an element of different learning styles that needs to be addressed some way and there may also be, in some cases, a lower intelligence level.
All individuals -- are not created equal. Some people are smarter than others. To argue otherwise is naive and serves no contstructive purpose.
