La Habra Heights, CA- Despite opposition from about a quarter of the community, the La Habra Heights Water Board on Tuesday unanimously approved a plan calling for an average of 33percent in rate increases over the next five years.
Board President Brad Cooke said the board will look at its budget and make a final decision on this year's rate, which will go into effect July 1.
Cooke said he wants to take into consideration the 580 protests against the rate increase. "My goal will be to...be aggressive in keeping rates down," he said.
About 60 residents were at the meeting at La Habra Heights City Hall, most of them opposing a rate increase.
Residents criticized three of the board members for having campaigned on no rate increases and now voting for one.
Stephen Blagden, who brought two boxes full of written protests to the board, said ratepayers feel misled and betrayed. "There's no material difference between last November and today that justifies a rate increase," Blagden said.
Resident Paul Goldenberg also was unhappy.
"Why are you asking for a rate increase when you sent this out and said there have been no rate increases for five years?" asked Goldenberg, referring to an election flier put out by board member Pam McVicar.
"Can you explain what's changed from 2011 when you sent out this?" Goldenberg asked.
McVicar later responded, "When I said no rate increases for five years, I was talking about the past five years.
"I'm sorry some of you misunderstood that," she said. "I did run on keeping rates low."
Two La Habra Heights council members also spoke but on different sides.
"The economy has tanked," said Councilman Roy Francis. "A lot of people in this community are holding on barely, and this rate increase will push them over."
