Despite protest from ratepayers, La Habra Heights Water Board approves rate increase

La Habra Heights, CA- Despite opposition from about a quarter of the community, the La Habra Heights Water Board on Tuesday unanimously approved a plan calling for an average of 33percent in rate increases over the next five years.

Board President Brad Cooke said the board will look at its budget and make a final decision on this year's rate, which will go into effect July 1.

Cooke said he wants to take into consideration the 580 protests against the rate increase. "My goal will be to...be aggressive in keeping rates down," he said.

About 60 residents were at the meeting at La Habra Heights City Hall, most of them opposing a rate increase. Residents criticized three of the board members for having campaigned on no rate increases and now voting for one.

Stephen Blagden, who brought two boxes full of written protests to the board, said ratepayers feel misled and betrayed. "There's no material difference between last November and today that justifies a rate increase," Blagden said.

Resident Paul Goldenberg also was unhappy. "Why are you asking for a rate increase when you sent this out and said there have been no rate increases for five years?" asked Goldenberg, referring to an election flier put out by board member Pam McVicar. "Can you explain what's changed from 2011 when you sent out this?" Goldenberg asked. McVicar later responded, "When I said no rate increases for five years, I was talking about the past five years. "I'm sorry some of you misunderstood that," she said. "I did run on keeping rates low."

Two La Habra Heights council members also spoke but on different sides. "The economy has tanked," said Councilman Roy Francis. "A lot of people in this community are holding on barely, and this rate increase will push them over."

It didn't matter whether 600 residents protested. It was a done deal before the meeting was held. Howard Vipperman's cheer leading for the tax increase got him booed but he is preparing the city for even more tax hikes. It doesn't matter that they are mismanaging. They want you to pay for it. These are not minimal tax hikes. 300% for the Road Tax. The Fire Tax coming. A new Sheriff Tax.
But they aren't telling you a lot of the money goes into the General Fund through smoke and mirrors to cover a complete disregard for the public. The Improvement Association is behind the new slate of local taxes. Watch the video. They planted individuals to get up and say how needed these new taxes are. Not much Improvement for those of us without country club memberships and no resources to absorb the run on the banks. Remember we are the bank. Time for a bank holiday.

Why is the water board handing out 2% raises to a guy that is at the top of a very inflated salary schedule? Then throw in an additional "Bonus" that is more than the district's shortfall.

This is a public agency, but it is an enterprise and should be run like a business. I see the board members dressed like they are taking a walk on the pier, while making snide remarks about the manager's neck tie. They lack the decorum necessary of a board meeting.

Why do they meet in a kitchen with no real seating for the public? Is this to discourage the public from attending?

Are they meeting in the kitchen so the snack feast in the center of the table is available to all? Why don't they have snacks for the public? Who is paying for this party?

Is the meeting held in the kitchen so the manager has only four steps to go from his office to the kitchen?

Why do they run down the hall for closed session (where their attorney advises them how bad it really is) when it would be easier to ask the three members of the public to step out?

Is their a nicer buffet setup in that room?

Their budget process is laughable. The local girls scouts have better reporting, discussion, and plans for a cookie sale than these retired workers who ate at the public trough their whole life, now have gold planted pensions, platnium health care and want to pay inflated salaries to water district employees. They love the manager, he joins all kinds of groups so they can have meetings and plan rate increases in such a way that the public looks forward to having their pockets picked. The district pays for "membership" in these clubs. They are just a convention so he can live it up in a resort destination on the rate payers dime. Did I mention he makes 11 grand a month? Can't he pay for his own car and memberships?
