what do you need and where do you need to go to take the classes?

You have to be on housing and have a high school diplomia and good background

I had a scholarship from State of Georgia given to train medical professionals, to be paid back by working in GA one year for each scholarship year. I imagine Texas has the same.

Ft.Worth Housing has never had funds to repair elderly homes in certain neighborhoods (average income no higher than TCU tuition according to a shopping center study). So how can they afford to send people to school who may turn around and go work out of the community? Where is the Block Grant or Development?

It's the same old problem HUD and Big Housing Authorities have always had. Throw money at the problem instead of fixing the housing problem. Anytime these grants are given away for something as specific as this, there should be a verified success rate required or the money is given back to the taxpayers. I would guess that the success rate for all training programs paid for by HUD aka taxpayers is less than 3% or literally 10's of thousands of dollars for one person who completes the training gets a job and moves from public housing into the normal community. I would also guess less than 10% even finish the training.
