Some local perspective: I grew up near Fort Wayne, and it's a perfect exemplar of the negro influence on a previously decent city.

Fort Wayne has always had a reputation as a sleepy little city. Boring, not much too do, too many restaurants, not enough culture, but SAFE.

Blacks started infesting the south side of town in the 60s. They quickly overran formerly nice neighborhoods, turning them into ghettos. As soon as the litter, the prostitutes and the drugs started abounding in those neighborhoods, they started WHINING to the city that they should have a greater share of the resources that the city had to combat the pestilence that they themselves brought with their infection.

The schools were the next to go. Allen County schools (particularly on the south side) started turning to shyt because of the lowered standards, teaching of "diversity" and other liberal causes touted to make the negro pestilence feel "equal".

If the NAACP wants to whine about the "achievement gap" in Allen County and Ft. Wayne, they only need look back 50 years to what their breed brought to this formerly innocent metro, and then whine some more to get standards lowered even further.
