First off, the chair of the ASAB was not publicly abused. A course correction is hardly that.
Encourage spay and neuter. That's what has been said for two years now in this city debate. Take the time and talk to local vets. A huge percentage of their clients have been altered. Many would say as many as 90%.
A mandate is a law. An ordinance makes people criminals the moment it passes and you're in violation.
Do you realize that if the pushers of mandatory had their way, one half of this city would have fallen under the mandate at this point?!! Any one in Ward 1 or 2 who did not have their dog or cat altered would be a criminal under the law.
Teach them. Get the information out there. But take the word mandatory out of it. Keep the government out of it. You are not going to reach those you need to reach with punishments for not doing what you what them to do. It's been said often enough, the carrot and not the stick.
First off, you distort the facts.
Indeed the chair was abused by Mr.Settle. He clearly put the SCHS director ahead of the City's ASAB chair.
90% of Vet clients do not comprise 90% of their non-clients.
An ordinance does not immediately make criminals out of violaters no more than would a traffic ticket. The ordinance let's people know that the issue is an important issue.
You maintain that half the city would fall under the mandate. So, then you admit that at least 50% of cats and dogs are not spayed or neutered in Fort Smith, also each petowner may have more than one pet.
So which is the greater, the 10% of Vet Clients non-spayed/neutered or the 50% non-clients non-spayed/neutered?
Education is necessary. But for those who cannot or will not learn, guidance by ordinance is what is left to reduce dog and cat overpopulation with birth control, that is, requiring spay/neuter.
So stop distorting the truth. You do a disservice to the animals.
