THIS WAS CLEARLY A MISCARRIGE OF JUSTICE. SINCE THE MAN HAD NO WEAPON AND WAS UNRESPONSIVE, THERE WAS NO REASON FOR POLICE TO TAZER HIM THREE TIMES. HE COULD HAVE DIED. THERE NEEDS TO BE MORE POLICE TRAINING ON HOW TO MAKE A QUICK JUDGEMENT DECISION ;, ASW TO WHETHER A PERSON IS INCOMPETENT OR VIOLENT. THERE NEEDS TO BE AN IDENTIFYING FACTOR INVOLVED.
