Collecting Child Support in Sullivan County

Has anyone else had trouble trying to collect support in Sullivan Co? My sons dad has had a warrant out on him for almost 2 year now. They say they have a good address so why can't they get him picked up? I've repeatedly called the county Sheriffs Dept. where he lives. They tell me everytime that they do not have a copy of the warrant. The prosecutors office tells me that yes they do have a copy. I can't even get them to put him on the most wanted for child support. They are always trying to feed me a line of bull. I've heard it all from them. I have had no help from the prosecutors office since Shelly May quit and Mark Reed passed away. Last time he was picked up I'm the one who done all the investigating. I found out he had a court date in another county. I contacted them and they had no clue he had a warrant. When he showed up to court he was arrested thanks to my work. What exactly does the child support division of the Sullivan County Prosecutors Office do? Does anyone have any ideas or suggestions on what I can do?

I should have posted more on the first reply. I am not sure what all has already been done but there are a couple things we can try but I need his name, that is why I was asking.
