My dog is well-trained and kept in a pen or on a leash at all times. I wouldn't object to needing a permit and having to meet requirements. Too many dog owners aren't as responsible.

I reckon you could look at obtaining a apecial permit for owning one, as that of obataining a gun permit, no felony convictions, Domestic Abuse, and/or Drug Convictions allowed. This could possibally eliminate irresponsible owners from having them for other means than ownership, mandate liability insurance and an annual temperance test conducted by a quailified vet, are just some of the benefits of such a permit.

I know that back before the Civil War, white landowners in certain states were required a special permit to own slaves.
