This rule makes me very nervous. I see the red hats canvassing downtown, effecting stern stares, giving only terse greetings. I have seen the police behaving badly, over zealously exercising their power.

I have also seen citizens behaving in outrageous ways, leaving vile messes, hurling obscenities at workers with children nearby. I have seen drug deals, thefts, and the abuse of business owners downtown.

I wish that we were a more mature, civil society. I wish that such rules were not perceived to be necessary to keep the peace.

Sadly, it appears that it is necessary.
